MINUTES OF A SPECIAL MEETING OF THE LA HABRA HEIGHTS CITY COUNCIL

 

MARCH 20, 2001

 

 

OPENING CEREMONIES

 

1.         CALL MEETING TO ORDER

 

A special meeting of the La Habra Heights City Council was called to order by Mayor Powers at 7:40 p.m. on Tuesday, March 20, 2001, in the Multi-Purpose Room at 1245 North Hacienda Road, La Habra Heights.

 

2.        ROLL CALL

 

Councilmembers present: Daniel, Engelhardt, Klein, Powers and Spothelfer. Also present were City Manager Lindsey, Fire Chief Nelson, and Deputy City Clerk Coulter.                       

 

3.        FLAG SALUTE AND INVOCATION

 

Flag Salute was led by Boy Scout Troop No. 883. The invocation was given by Pastor Steve Fiechter, Shepherd of the Hills Lutheran Hills Church, Whittier.

 

4.        PRESENTATION

 

Certificates of Commendation were presented to outgoing Mayor Powers, Mayor Pro Tem Daniel and Councilmember Spothelfer by Mark Sturdevant representing Congressman Ed Royce's 39th District Office; Rita Topalian representing Senator Bob Margett's 29th District Office; Joshua Hamilton representing Assemblyman Bob Pacheco's 60th District Office; and Angie Valenzuela representing Supervisor Don Knabe's 4th District Office.

 

Councilmember Klein presented the City's Commendations to outgoing Mayor Powers, Mayor Pro Tem Daniel and Councilmember Spothelfer.

 

SCHEDULED MATTERS

 

5.      CANVASS OF VOTE OF CITY COUNCIL ELECTION, MARCH 6, 2001

 

City Clerk Lindsey presented the Resolution certifying the final results of the CityÕs General Municipal Election held on Tuesday, March 6, 2001.


A motion was offered by Mayor Powers which was seconded by Mayor Pro Tem Daniel to adopt Resolution No. 01-13 certifying the results of the March 6, 2001, General Municipal. The motion was approved as follows:

 

AYES:                        Daniel, Engelhardt, Powers, Klein, and Spothelfer

Noes:             None

ABSENT:       None

 

City Clerk Lindsey presented Resolution No. 01-13 entitled as: "A RESOLUTION OF THE CITY OF LA HABRA HEIGHTS, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD ON MARCH 6, 2001, DECLARING THE RESULT AND SUCH OTHER MATTERS AS PROVIDED BY LAW."

 

6.       INSTALLATION OF COUNCILMEMBERS ELECTED MARCH 6, 2001

 

            Superior Court Judge Michael A. Cowell administered the Constitutional Oath of Office to the three elected Councilmembers: Edward Borrowe, Stan Carroll, and Tela Millsap. He declared all Members of the new City Council duly installed.

7.       REORGANIZATION OF THE CITY COUNCIL

 

            Councilmember Klein offered a motion, which was duly seconded to nominate Carol Engelhardt as Mayor. The motion was approved as follows:

 

            AYES:                        Borrowe, Carroll, Engelhardt, Klein, and Millsap

            NOES:            None

            ABSENT:       None

 

            Councilmember Klein offered a motion, which was seconded by Councilmember Millsap to nominate Stan Carroll as Mayor Pro Tem. The motion was approved as follows:

 

            AYES:                        Borrowe, Carroll, Engelhardt, Klein, and Millsap

            NOES:            None

            ABSENT:       None

 

8.         COMMISSION AND COMMITTEE APPOINTMENTS

 

            It was the consensus of the City Council to discuss agenda items 8 and 9 simultaneously.

 

            Discussion ensued regarding conducting a meeting to interview applicants.

 

 

A motion was offered by Councilmember Klein, which was seconded by Mayor Pro Tem Carroll:

 

á      To extend the Commission/Committee filing application period to April 3, 2001.

 

á      The Council will conduct interviews for Planning Commissioners on Wednesday, April 4, 2001 starting at 6:30 p.m., and if needed the meeting may be continued to Thursday, April 5, 2001.

 

á      Although the meeting will be open to the public, for the comfort of those being interviewed, said meeting will not be televised.

 

The motion was approved as follows:

 

AYES:                        Borrowe, Carroll, Engelhardt, Klein, and Millsap

            NOES:            None

            ABSENT:       None

 

9.         COMMISSION AND COMMITTEE INTERVIEWS

 

            It was the consensus of the City Council to discuss agenda items 8 and 9 simultaneously.

10.      TEMPORARY CITY COUNCIL COMMITTEE ASSIGNMENTS

 

            Of the various organizations requiring City/Council representation, it was felt that the Sanitation District requires an immediate designation for its March 28, 2001 meeting. Since the Mayor is the official Delegate, a nomination for a temporary Alternate is still required.

 

Mayor Pro Tem Carroll volunteered to serve as the temporary Alternate.

 

PUBLIC COMMENTS ON MATTERS ON THE AGENDA

 

            None

 

CITY COUNCIL COMMENTS

 

            The three newly-elected Councilmembers thanked the community for its faith and support and that they look forward to serving the City and working on the Council.

 

           

Regarding the immediate-past Councilmembers, Councilmember Klein said that although there were differences on many occasions, the Council worked things out and achieved a great deal over the years. He said that it was his pleasure to have worked with the former Councilmembers.

 

In memory of Jay Collins, Councilmember Klein said that Jay was a true statesman. He stated, "I hope we can live up to his memory on this City Council."

 

ADJOURNMENT

 

Mayor Engelhardt adjourned the City Council meeting at 8:20 p.m. in memory of former Mayor and Councilmember Jay Collins.
