MINUTES OF A SPECIAL MEETING OF THE LA HABRA HEIGHTS CITY COUNCIL

 

APRIL 4, 2001

 

 

OPENING CEREMONIES

 

1.        CALL MEETING TO ORDER

           

A special meeting of the La Habra Heights City Council was called to order by Mayor Engelhardt at 6:35 p.m. on Wednesday, April 4, 2001 in the Fire Department Training Room at 1245 North Hacienda Road, La Habra Heights.

 

2.        ROLL CALL

 

Councilmembers present were: Borrowe, Carroll, Engelhardt, Klein, and Millsap. Also present was City Manager Lindsey.

 

3.        FLAG SALUTE

 

            None

 

SCHEDULED MATTERS

 

4.       PLANNING COMMISSION INTERVIEWS

 

The following applicants were Interviewed for the La Habra Heights Planning Commission: David Maislen, Brian Bergman, Randy Fritz, William Moon, Frank Pellkofer, Ginger Skinner, Robert Wolfe, William Hinz. Marlin Gunns, Bruce Douglas, and Stephen Blagden.

 

ADJOURNED AND RECONVENED

 

The meeting was adjourned at this point and continued to the following day, Thursday, April 5, 2001. Mayor Engelhardt called the meeting to order on April 5, 2001 at 6:35 p.m. with all members of the City Council previously noted as present.

 

5.        GENERAL HOUSEKEEPING ISSUES

 

a. Council's Interaction with the City Manager

 

Mayor Engelhardt noted that she meets with the City Manager on a weekly basis to discuss City matters and potential agenda items.

 


Council's Interaction with City Staff:

 

City Manager Lindsey referenced the Council's interaction with City staff. She indicated encouragement for Council to request minor favors of staff, but asked that specific projects be discussed with her so that she may delegate to the most appropriate person.

 

b. Agenda Procedure

 

Mayor Engelhardt continued that any Councilmember may ask that an item be agendized. Staff will be directed to place the item on the agenda, unless a majority of the remaining Council decides against the request.

 

It was suggested that to expedite the agenda process and streamline the use of the City Manager's time, the Mayor act as the information liaison between the Council and the City Manager. If a Councilmember feels the need to speak to the City Manager directly, however, he/she has the right to do so.

 

c. Future Council Meetings

 

Mayor Engelhardt wished to advise the new Councilmembers to anticipate having more than one meeting per month due to the need to hold a joint meeting with Planning Commission; working session with the Fire Chief, and budget study session/meeting(s). The Mayor thought that whenever possible special meetings should be projected three months in advance.

 

Councilmember Klein suggested that the Council bring their calendars to the next meeting to schedule the special meetings.

           

d. Procedure for Gathering Priorities

 

Mayor Engelhardt referenced a list of anticipated agenda items (previously circulated), and invited additional suggestions requiring Council's consideration.

 

e. Task Allocation for Councilmembers      

 

Certain Councilmembers offered to work on certain city-related tasks as noted:

 

Pathfinder Fire Station - Councilmember Klein & Mayor Pro Tem Carroll

Junior High School - Mayor Engelhardt


Crimson Oil - Councilmember Borrowe

City Budget - Mayor Pro Tem Carroll and Councilmember Borrowe

 

f. Policy for Conference Attendance

 

The City normally budgets for certain conferences. The League of California Cities and California Contract Cities' conferences were noted to be particularly beneficial for city representatives. It was suggested that one Councilmember attend a conference, then report back and share the learned information.

 

City Manager Lindsey offered the following regarding networking.

 

La Habra Heights has benefited from information compiled by other cities which saved many hours of the City's staff time. At any given time there are a number of contacts at her disposal for information assistance; the contacts often originated at conferences. Cities, unlike competitive industry, are happy to share information.

 

Councilmember Klein suggested an annual calendar listing the various conferences.

7.       DISCUSS ADDITIONAL CITY COMMISSION AND COMMITTEE MEMBER APPLICANTS

 

          Mayor Engelhardt expressed that she would like to have the Parks and Recreation Commission at full-staff and underway. She indicated that many residents would like to volunteer their time, but have not found something that interests them. The Parks and Recreation Commission, she said, could oversee residents carrying out various assignments; i.e., a dosed program for Powder Canyon.

 

          Councilmember Klein suggested that at the upcoming Council meeting, a time be scheduled to hold interviews for applicants who applied for the Parks and Recreation Commission.

 

Following discussion, it was the consensus of the Council to conduct interviews for all applicants who applied for the Commission and that said meeting will not be videotaped.

 

8.       GENERAL PLAN COMMITTEE

 

Mayor Engelhardt asked if the City Council would like to begin the process to form a General Plan Advisory Committee (GPAC) and advertise for applications.

 

It was noted that GPAC will be on the April 12, 2001 Council agenda. The City Council decided to give this matter further consideration at that time; additionally, the Council requested the City Attorney's input at said meeting.

 


9.       RECOGNITION OF PAST VOLUNTEERS

 

          Councilmember Klein suggested that at the next commendations award, past Commission/Committees Members who had not received this recognition also be awarded their commendation.

 

Following discussion, the Council agreed to go back for a period of four years, and also provide staff with names of people who had not received a commendation.

 

10.      CLOSED SESSION AND RECONVENE

 

Mayor Engelhardt adjourned the meeting to a closed session at 7:20 p.m. to discuss conference with labor negotiator and public employment as noted on the closed session agenda.

 

The meeting was reconvened at 8:15 p.m. with all members of the City Council previously noted as present. Mayor Engelhardt reported that the Council discussed the senior management analyst position and the administrative accountant position. The City Manager was given instructions to proceed with hiring a replacement for the accountant position and was instructed as to salary range.
