OPENING CEREMONIES
1. CALL MEETING TO ORDER
A special meeting of the La Habra Heights City Council was called to order by Mayor Millsap at 6:35 p.m. on Monday, June 24, 2002, at the Community Center, at 1245 North Hacienda Boulevard, Multi-Purpose Room, La Habra Heights.
2. ROLL CALL
Councilmembers present were: Borrowe, Carroll, Engelhardt, Klein, and Millsap. Also present were City Manager Hendrickson, Planning Director Brady, and Deputy City Clerk Coulter.
3. FLAG SALUTE
The flag salute was led by Mayor Millsap.

City Manager Hendrickson presented an oral staff report. He indicated that this evening's recommendation to expand the contract with Blodgett Baylosis Associates resulted from a recent meeting held with Mayor Millsap, Councilmember Klein, City Manager Hendrickson, Planning Director Brady, Planning Commission Chairman Douglas, and GPAC Chairman Beckman. The discussion pertained to completing the update of the City's General Plan.
He said that in light of the City's small staff and
meeting current planning needs, consideration was given to increase Mr.
Blodgett's contract to provide further assistance in completing the update of
the City's General Plan. It
was indicated that Mr. Blodgett is willing to expand his workload beyond the
$24,000 contract to do the Environmental Impact Report (EIR). This evening's
proposal is for not-to-exceed $13,000; and if Council approves this evening's
proposal, the total will be $37,000.
Councilmember Klein reported that he had requested the meeting due to a concern that the City would not be in a position to complete its General Plan Update this year without additional assistance. He recommended approval of this evening's proposal to move the project along.
Marc Blodgett addressed meeting the timeline standards and continued to answer questions regarding hourly rates and comparison costs of other cities who have completed their EIR and updated their General Plan.
A motion was offered by Councilmember Klein, which was seconded by Councilmember Carroll to amend the contract with Blodgett Baylosis Associates, Inc. as noted in this evening's discussion. The motion was approved as follows:
