MINUTES OF A SPECIAL MEETING OF THE LA HABRA HEIGHTS

 

CITY COUNCIL

 

December 18, 2003

 

OPENING CEREMONIES

 

1.              CALL MEETING TO ORDER

 

Mayor Stan Carroll called the Special Meeting of the La Habra Heights City Council to order at 8:04 P. m. at the Community Center, 1245 N. Hacienda Road, La Habra Heights, California.

 

 

2.              ROLL CALL

 

            Those present: Mayor Stan Carroll, Mayor Pro Tem Ed Borrowe, Councilmember Bruce Douglas, Councilmember Fred Klein and Councilmember Tela Millsap. Also present City Manager John Hendrickson, Interim Community Development Director Sandra Massa-Lavitt, Planning Technician Barbara Doppieri, City Attorney Michael Colantuono and General Plan Consultant Marc Blodgett.

                                   

3.              FLAG SALUTE

 

Carolyn Klein led the flag salute.

 

Mayor Carroll thanked the Historical Committee for the decorations and hot cider. He reminded the community regarding the Toy Drive sponsored by the Fire Department

 

PUBLIC COMMENTS ON MATTERS ON THE AGENDA

 

Alan Boege, Cypress – spoke regarding Policy XX; asked the Council to make sure the intent is clear.

 

Norm Zezula, Canonita- spoke regarding Safety Policy 51; suggested adding Òbecause of the unusual character of the CityÕs road system.Ó Suggested the policy to read ÒBecause of the unusual character of the CityÕs road system the expansion of regional traffic would threaten public health and safety by significantly increasing response times for emergency vehicles, therefore La Habra Heights shall resist the expansion of regional traffic loads throughout the City.Ó

 

John Beau, Casalero – spoke regarding the Implementation Plan; page 8-21 Cultural/Historic Resource and Awareness Program; here is an implementation plan for something that is not discussed in the General Plan; suggested removing it or put something in the Plan to address it; Tree Preservation Program stands out like a sore thumb, would be just as good in the environmental section.

 

PUBLIC HEARINGS

 

4.         GENERAL PLAN ENVIRONMENTAL IMPACT REPORT

 

Mayor Carroll asked the public if anyone wished to speak on the Environmental Impact Report. Seeing no one come forward he asked the CouncilÕs pleasure.

 

Mr. Colantuono recommended the City Council now closed the public hearing on the Environmental Impact Report.

 

Councilmember Millsap moved to close the public hearing on the Environmental Impact Report. Seconded by Councilmember Douglas. Vote 5-0.

 

5.         CONTINUE COUNCIL DISCUSSION REGARDING THE GENERAL PLAN

 

Mayor Carroll asked those wishing to speak on this item come forward. Seeing none he continued the public hearing.

 

Mr. Blodgett continued his presentation of the Implementation Plan discussing Zoning Ordinance Revision -General Plan Conformity, Zoning Ordinance Revision-Community Character, Zoning Ordinance Revision – View Preservation. Mr. Blodgett recommended consolidating these three Implementation Plans into a single ordinance revision and eliminate the bullets. He stated he would be doing an Implementation Matrix and a Guiding Principal Matrix.

 

Mayor Pro Tem Borrowe stated he did not want to see the bullets removed or the items combined.

 

Mr. Blodgett stated he will have a completely redrafted General Plan, Implementation Plan, the Implementation Matrix and the Guiding Principal Matrix completed and to the City Council before the January 29, 2004 meeting.

 

It was to consensus of the City Council to go with Councilmember Douglas and Mr. BlodgettÕs approach relating to the combination of the Zoning Implementation Plan.

 

The City Council chose to hold their next meeting on January 14, 2004 at 6:00 p.m.

 

Mr. Blodgett stated he would get the whole package to the City Council on January 9, 2004.

 

The City Council then discussed the revisions to the Introduction of the General Plan.

 

Mayor Pro Tem Borrowe moved to accept Councilmember DouglasÕ version of the Introduction. Councilmember Millsap seconded the motion. Vote 3-2 Carroll, Klein.

 

The City Council then discussed Boege, Zezula and BeauÕs discussion from the public comment.

 

Mr. Colantuono suggested adding to Policy XX Òin cases where such constraints exist.Ó

 

Councilmember Douglas moved to amend Policy XX to include Mr. ColantuonoÕs language. Seconded by Mayor Pro Tem Borrowe. Vote 4-1 Abstain Klein.

 

The City Council chose to discuss Mr. Zezula and BeauÕs comments at the next meeting.

 

Mr. Blodgett recommended moving the Cultural and Historical Programs to Environmental Resources Management Element and eliminating this program.

 

Ms. Massa-Lavitt suggested adding a policy or two in ERME to substantiate this important program.

 

The City Council directed staff to add an issue and a couple of policies to ERME regarding Cultural and Historical Programs.

 

Mr. Blodgett stated the Tree Preservation Program could be placed in the Zoning Program.

 

The City Council directed staff to place this Program in the Zoning.

 

CONTINUED PUBLIC COMMENTS ON MATTERS ON THE AGENDA

 

Mayor Carroll asked if the public had any comments. Seeing none he continued the public hearing to January 14, 2004.

 

ADJOURNMENT

 

Councilmember Klein moved at 10:20 p.m. to adjourn this meeting to January 14, 2004 at 6:00 p.m. Mayor Pro Tem Borrowe seconded the motion. Vote: All Ayes.
