Part III
Regional Surface Transportation Improvements
1. REGIONAL SIGNIFICANCE
a) This project provides for enhanced mobility and congestion relief by providing improvements to accommodate twice as many travel lanes as currently exist. In addition to the doubling of capacity, a striped median will also be part of this project to include left turn pockets at intersections and other key locations to alleviate the congestion along this CMP principal arterial route. That congestion is partially caused by motorists turning left at particular locations and blocking the only travel lane until such left-turn movements occur. The improvements proposed under this project would improve the transportation system for the movement of goods and people by providing a crucial link between Orange County and Los Angeles County over the Puente Hills. Since the initial construction of the roadway, the population in Los Angeles County has increased in excess of 400 percent, and the population in Orange County has increased in excess of 2,100 percent. The nearest north/south arterials over Puente Hills are approximately 2 miles away in either direction, Fullerton Road/Harbor Boulevard is 1.8 miles to the east and Colima Road is 2.6 miles to the west. These regional roadways carry commuters to and from their residences and work by traversing the Puente Hills. The realignment of Hacienda Boulevard will provide a direct enhanced connection between Los Angeles County and Orange County in the Eastern San Gabriel Valley. Improvements to the roadway will also decrease travel times and emissions from vehicles as hairpin turns and stop-and-go conditions will be removed in favor of a straighter more direct alignment.
b) Hacienda Boulevard is depicted on Exhibit 5-3 of the 1997 Congestion Management Program (CMP) for Los Angeles County, which includes routes (state and principal arterial) that are regional, local and multi-jurisdictional.
c) This project would enhance access to numerous regional trip generators. Hacienda Boulevard provides a connection to both the Pomona Freeway (State Route 60) and the San Bernardino Freeway (State Route 10) to the north of the project location and Whittier Boulevard (State Route 72) and Beach Boulevard (State Route 39) to the south of the project location. In addition to these connections the project would also promote the creation of economic benefits to the region by providing an efficient and effective means of transportation..
d) This project does not serve as a truck route, but after the project is completed we expect that trucks will be permitted on the roadway.
3. BENEFIT TO TRANSIT USERS
Currently, Hacienda Boulevard is not used as a route for public transit along the project limits due steep hills, sharp curves and congestion that currently exist. We anticipate however, that public transit will be provided after construction of this project is completed. At that time, mass transportation will benefit the local residents of this region.

4. PROJECT NEED, LONG TERM PROJECT DEVELOPMENT AND MANAGEMENT OF EXISTING SYSTEMS
a) This project will greatly improve the current transportation deficiencies along this route including the poor travel times which are associated with the numerous curves and grade changes that the project will remedy. Hacienda Boulevard serves as a major artery connecting residents of Orange County with Los Angeles County in the East San Gabriel Valley. The current Level of Service (sic)
b) The projected life of the project is 20 years. The Los Angeles County Department of Public Works has a regular roadway maintenance program that ensures that the actual life will certainly be longer.
c) This project is partially funded with federal funds ($897,000) for preliminary engineenng. This application will provide the funding necessary to complete this project.
5. PROJECT READINESS
a) Hacienda Boulevard is included in the 1997 Los Angeles County Congestion Management Program (CMP). The CMP was approved by the MTA Board which consists of all five County of Los Angeles Board of Supervisors.
b) The City of La Habra Heights will approve the design plans for this project in addition to other Los Angeles County representatives. The City will be requested to provide comments prior to that approval. The City of La Habra Heights official position is to let the Los Angeles County Department of Public Works take the lead on this project. The City also fully supports this application as indicated on the attached letter of support.
