CHAPTER 6
COORDINATED REVIEW OF PROJECTS
8601. Application Requirements
8600. Purpose. In view of the complex property development standards applicable in the City of La Habra Heights ("City"), and in order to provide for orderly and efficient review of plans to develop real property within the City, and to facilitate and consolidate the application process for all necessary discretionary permits, the City adopts the following coordinated review procedure. 8601. Application Requirements. Prior to submittal of development plans to the Building Department for plan check, an applicant shall submit to the Director of Planning a completed pre-application form on a form which shall be provided by the City. The purpose of the pre-application form is to allow the Planning and Building Departments to review the proposed project in order to determine what, if any, discretionary approvals will be required prior to plan check. The pre-application form shall be accompanied by five (5) copies of the following pre-application materials.
a. A plot plan, drawn at one inch equals twenty feet (1" = 20') scale, showing and locating all proposed improvements to the property. Improvement includes, but is not limited to, grading, retaining walls, garden walls, structures, driveways, parking areas, pools, spas, barns, riding rings, and tennis courts.
b. A grading plan, drawn at a one inch equals twenty feet (1" = 20') scale, showing the approximate limits of the area to be graded and the average slope of the lot. The average slope of the lot shall be calculated with the allowable gradable and impervious areas shown along with the proposed gradable and impervious areas. The grading plan shall be sufficiently accurate to be representative of the finished product. The plan shall identify any trees which, due to the proposed grading or improvement, must be removed.
c. A legal description of the property to be developed.
d. The proposed building elevation, drawn at a one-quarter inch equals one foot (1/4" = 1') scale, accurately depicting the finished ground surface and the proposed slope of the roof of the structure. (Ord. #103, S8601)
8602. Review of Application. The Director of Planning and the City Engineer shall review the pre-application form and materials to determine if the proposed project complies with all of the applicable requirements of the La Habra Heights Municipal Code ("Code"), and if not, to determine what discretionary approvals are required under the Code. The pre-application materials may be distributed to other City departments for comment as deemed necessary by staff. The applicant shall be notified in writing of the determination by City staff within fourteen (14) days of receipt of all the pre-application materials. (Ord.

8603. Concurrent Applications. In the event the project requires one (1) or more discretionary approvals from the City, applications for all such approvals shall be submitted and processed concurrently, in accordance with the procedures set forth in Articles VIII and IX of the Code. For the purposes of this chapter, "discretionary approvals" shall include height modification, setback modification, grading standards modification, conditional use permit or variance. 8604. Review Fee. The pre-application form shall be accompanied by a fee established by resolution of the City Council. (Ord. #103, 58604)
8605. Plan Check. The pre-application materials shall be in addition to, and not a substitute for, plans ordinarily required for grading and building plan check. (Ord.

8606. Exceptions. The pre-application procedure provided for in this chapter shall not be required for:
a. Additions to existing structures not exceeding one thousand (1,000) square feet in area in any twelve (12) month period which do not require the issuance of a grading permit.
b. Alterations or repairs to existing structures not exceeding fifty (50%) percent of the value of existing buildings in any twelve (12) month period which do not require the issuance of a grading permit.
c. Construction of accessory buildings to existing dwellings which do not require the issuance of a grading permit.

8.602
