Vipperman Calls For Censorship & Reveals Attorney General Intervention in Code Changes

The usually pretty quiet Howard Vipperman, commenting on a resident PowerPoint during the Public Comment portion of the February 12, 2009 Council meeting, stated that he had tried to have the PowerPoint removed from the meeting, but the City Attorney told him he could not do that.

The PowerPoint was a presentation by resident Stephen Blagden showing the features of this website. A 3 second portion was a slide of a story on Carl Westerhoff Runs Away From His Record.

Residents did not learn the likely reason for Vipperman's censorship request until the week after the meeting, when an Endorsement Flyer by Councilmember Vipperman & Baroldi, in support of Carl Westerhoff arrived in the mail.

Maybe, Mr Vipperman did not want residents to be aware of Mr Westerhoff's record.

Looking at the full picture, it appears Mr Vipperman's Censorhip request may itself have been a political ploy.



Later in the meeting, Mayor Pro Tem Vipperman revealed that the Attorney General's Office had intervened in the City Code Change process.

The Devastating Code Changes, opposed by many residents, had been passed by the City Council, but due to the intervention, Vipperman stated that the City Attorney recommended the Code Changes go through the CEQA process, as required by State Law.

Members of the Public were locked out of most of the Closed Door, Code Committee meetings where the Code Changes were drafted.



Mr Vipperman also expressed concern that the Park "Trail" grant would be lost if the Attorney General found out about it.

Residents are wondering what the City is doing for Mr Vipperman to fear that the State Attorney General might find out about.
