A February 27, 2010 Los Angeles Times story reported results of an audit of planning events, suggesting influence by County Supervisors in planning matters.
A 2009 investigation in La Habra Heights revealed an email by Mayor Vipperman to City Staff requesting that a planning appeal to come before the City Council be "crafted" to deny the appeal, and that public comment should be avoided if possible.
Howard Vipperman attempted to prevent resident George Edwards from reading his email, including threatening to stop the meeting, and charging Edwards with breaking the law.
Vipperman's actions resulted in a District Attorney's Office inquiry, and a front page Whittier Daily News story.
