PLANNING COMMISSION
January 30, 2003
OPENING CEREMONIES:
1. CALL MEETING TO ORDER
Chairman Bruce Douglas called a meeting of the La Habra Heights Planning Commission to order at 7:05 p.m. at the Community Center, 1245 N. Hacienda Road, La Habra Heights, California.
2. ROLL CALL
Those present: Chairman Bruce Douglas, Vice-Chairman Ginger Skinner, Commissioners
Brian Bergman, and Stephen Blagden. Also present Director of Planning Sheryl Brady,
Planning Technician Barbara Doppieri, City Attorney Ken Rozell and General Plan Consultant Marc Blodgett.
Absent: Robert Wolfe

Chairman Douglas led the flag salute.

After a discussion it was recommended to continue this item to the 2-3-03 meeting.

It was the consensus of the Commission that Appendix A would not be part of the
recommendation to the City Council.
Changes to Air Quality Element Text
The Planning Commission made the following changes to the Air Quality Element Text.
Page 7-1 (left column) second line should read Òand programs relatedÓÉ
Page 7-1 (left column) second paragraph, line 4 should read ÒBasin, the area in which La
Habra Heights is situated.ÓÉ
Page 7-3 (left column) Characteristics of Air Quality Second line should read ÒBasin.

Changes to the Introduction of the General Plan Introduction Text
The Planning Commission made the following changes to the General Plan Introduction Text.

Line 16 should read Ò policies. However, thisÓÉ

Katie Martin, 557 Reposado – spoke regarding the Introduction to the General Plan and the support of the SEA.
John Beau, 2278 Casalero – asked if the conservation overlay zone and Appendix ÒAÓ were both out of the document.
Vice-Chairman Skinner asked to strike bullet 5 on Page 1-1.
Commissioner Bergman stated he wanted to think about it.
ITEMS FROM THE PUBLIC NOT ON THE AGENDA
Judy Hathaway Francis, 1936 Chota Road – supported the work of the Commission.
Katie Martin, 557 Reposado – gave her opinion of the Brown Act.
Gene Beckman, 374 Avocado Crest – explained the history of how the City became a City and the hard work everyone put in to make it a City.
Bill Kowalik, 2181 El Cajonita – spoke of protecting the city and praised the Commission.
Norman Zezula, 2272 Canonita – gave his opinion of the General Plan.
Elizabeth Karmen, 1000 Encanada – felt the target of the attacks is the General Plan; praised the Planning Commission for their work.
Jill Kowalik, 2181 El Cajonita – asked questions of the Brown Act.
Mr. Rozell indicated there had been one letter alleging violations that the City Attorney had addressed and there was a second letter that the Attorney would shortly be addressing.
Bob Karmen, 1000 Encanada – spoke regarding the wildlife corridor.
ITEMS FROM STAFF
Mrs. Brady advised the Commission their staff reports and agendas for February 3, 2003 were on the table this evening. She also indicated there was a revised schedule.
ADJOURNMENT
Vice-Chairman Skinner moved to adjourn the meeting at 10:25 p.m. to the special meeting of February 3, 2003. Seconded by Commissioner Blagden and approved as follows:
