MINUTES OF A SPECIAL MEETING OF THE LA HABRA HEIGHTS
PLANNING COMMISSION
February 12, 2003
OPENING CEREMONIES:
1. CALL MEETING TO ORDER
Chairman Bruce Douglas called a meeting of the La Habra Heights Planning Commission to order at 7:07 p.m. at the Community Center, 1245 N. Hacienda Road, La Habra Heights,
California.
2. ROLL CALL
Those present: Chairman Bruce Douglas, Vice-Chairman Skinner, Commissioners Brian
Bergman and Robert Wolfe. Also present Director of Planning Sheryl Brady, Planning
Technician Barbara Doppieri, City Attorney Ken Rozell and General Plan Consultant Marc
Blodgett.
Chairman Douglas announced Stephen Blagden had resigned his Commission appointment and the Mayor had accepted his resignation.
3. FLAG SALUTE
Chairman Douglas led the flag salute.
4. ACKNOWLEDGEMENT OF POSTING OF AGENDA FOR MEETING OF
February 12, 2003
Mrs. Brady stated the agenda had been posted in accordance with state law.
PUBLIC HEARING
Mrs. Brady swore in those wishing to testify.
5. General Plan Amendment 2002-01 (City of La Habra Heights) Citywide
Mrs. Brady passed out a draft of the implementation measures and turned the meeting over to Marc Blodgett.
Mr. Blodgett stated they were able to make revisions based on the discussions from last nights meeting. They did not get through the entire document but did get through the Noise Control Program, which is pretty close to where they left off last night. On page 35 he added a program called Information Data Base Program. Stated there may be some problems with the page numbers.

Mrs. Brady stated the Commission should continue with Page 51.
The Commission made the following recommended changes.
Roadway Safety Program
Page 51 Bullet 3 should end after line 4 ÒImprovement Program.Ó New bullet should
begin with ÒThe local law enforcementÓ.
Source Reduction and Recycling Program
Page 53 The new ordinance regarding green waste reduction and recycling should be
added as an item. This program should also reference ERME Policy 40.
Tree Preservation Program
Page 55 First sentence should end with Òthe potential for tree removal.Ó Reference the
Municipal Code Section not the ordinance. Program Description – delete
section Òincluding, but not limited to, cutting, nailing, burning, application of
toxic substances, operation of equipment or machinery, or by paving, changing
the natural grade, depriving trees of water, trenching, excavating, or building
within the drip line or within 10 feet of the trunk, whichever is greater.Ó Add a
bullet regarding a 3-step program to deal with landscape remediation. Under
Related Program add: View Preservation Program.
Water Conservation Program
Page 57 Bullet 3 should be removed.
Water Quality Program
Page 59 Staff to rework paragraph 3. Staff will rewrite bullet 3.
Zoning Ordinance Revision – General Plan Conformity
Page 61 Bullet 5 needs to be reworded. Bullet 4 second sentence, the word relax should
be replaced with the word remove.
Page 62 Second bullet, capitalize Land Use Plan and then add Designation (2-1).
Eliminate Bullet 3.
Zoning Ordinance Revision – Community Character
Page 64 First paragraph, line 7, should read character. The concept of the current look of
the community manifests... Program Description, line 2, should read Òdesigned
to maintain the CityÕs low densityÓ... Second paragraph, last line replace may
with should.
Page 65 First bullet, line 5, should read Òexisting trees, location on a ridgeline, and view
from neighboring properties. Including roads. Staff to make this more explicit.

Staff to do bullets and find policies that apply. Timing of Implementation
should be immediately.
Zoning Ordinance Revision – View Preservation
Page 66 The Program Purpose should be rewritten to read ÒThe objective of this program
is to include or apply a landscaping restriction/constraint in Section 9404 of the
CityÕs Zoning Ordinance.Ó Timing of Implementation should be immediately.
Add bullets regarding mediation.
ITEMS FROM THE PUBLIC ON THE AGENDA
Tom Higgs, 2010 El Cajonita - spoke regarding the home occupation ordinance;
recommended taking out the home occupation.
John Beau, 2778 Casalero - suggested eliminating the home occupation ordinance; spoke
regarding Page 33, Tree Preservation Program; Zoning Community Character; View
Preservation, Source Reduction into Green City.
ITEMS FROM THE PUBLIC NOT ON THE AGENDA
Norman Zezula, 2272 Canonita Drive - spoke regarding horse odors and dust.
ITEMS FROM STAFF
Mrs. Brady advised the Commission that their next meeting was Tuesday, February 18, 2003 where they will begin deliberation on the final draft of the General Plan. She indicated due to time constraints the Commission might not have their draft before the meeting. Staffs were to receive their copy this weekend to ensure all corrections had been made, then it will be printed for the Commission. She stated it would be acceptable for the Commission to open the public hearing and take public testimony and then adjourn the meeting.
ADJOURNMENT
Commissioner Wolfe moved to adjourn the meeting at 9:02 p.m. to the special meeting of February
11, 2003. Seconded by Vice-Chairman Skinner and approved as follows:
