MINUTES OF A SPECIAL MEETING OF THE LA HABRA HEIGHTS

PLANNING COMMISSION

March 6, 2003

OPENING CEREMONIES:

1. CALL MEETING TO ORDER

Chairman Bruce Douglas called a meeting of the La Habra Heights Planning Commission to order at 7:01 p.m. at the Community Center, 1245 N. Hacienda Road, La Habra Heights,

California.

2. ROLL CALL

Those present: Chairman Bruce Douglas, Vice-Chairman Skinner, Commissioners Brian

Bergman and Robert Wolfe. Also present Director of Planning Sheryl Brady, Planning

Technician Barbara Doppieri, City Attorney Ken Rozell and General Plan Consultant Marc

Blodgett.

3. FLAG SALUTE

Commissioner Robert Wolfe led the flag salute.

4. ACKNOWLEDGEMENT OF POSTING OF AGENDA FOR MEETING OF

March 6, 2003

Mrs. Brady stated the agenda had been posted in accordance with state law.

PUBLIC HEARING

Mrs. Brady swore in those wishing to testify.

5. General Plan Amendment 2002-01 (City of La Habra Heights) Citywide

Mrs. Brady stated the Commission would continue taking public testimony on the final draft of the General Plan; staff recommended the Commission continue with the Environmental

Resource Management element; she indicated public testimony would be heard again on 3-6- 03.

ITEMS FROM THE PUBLIC ON THE AGENDA

Chairman Douglas opened the public hearing.

John Beau, 2278 Casalero – he discussed pages 3-1, 3-2, 3-3, 3-4, 3-5, 3-6, 3-7, and 3-8

Margarita McCoy, 1625 Kashlan – spoke regarding Land Use; stated at the last meeting the

Planning Commission started to disassemble the General Plan.

Nancy Acocks, 674 Dorothea – spoke regarding the wildlife corridor.

Chairman Douglas seeing no one else come forward asked for a motion to continue the public hearing to March 8, 2003.

Chairman Douglas brought the discussion back to the Commission.

Environmental Resource Management Element

Page 3-1

Introduction – 2nd paragraph should read, “The ERME combines the state mandate...”

3rd paragraph – 4th sentence should read “safety concerns. This includes wildlife habitats, blue

line streams, groundwater...”

1st bullet – 1st line should read, “The City of La Habra Heights contains natural terrain...”

10th line, replace maintain with retain.

Page 3-2

1st bullet – last sentence should read “Sensitive habitats are found throughout the City.”

6th bullet – split in two paragraphs. New paragraph at “Other environmental resource issues...”

Page 3-4

Goal 5 needs to be corrected through out this document.

Policy 12 – should be replaced with Land Use Policy 5.

Policy 14 – this policy should be put back in.

Page 3-5

Policy 17 – agricultural and horticultural should be put into this policy.

Page 3-7

Policy 29 should be moved to City Wide Issues in the Land Use Element between pages 53-54.

Policy 31 and Policy 32 – scenic corridor should be consistent.

Page 3-8

Resource Management Plan – Introduction – remove reference to Conservation Overlay.

Page 3-9

Open Space (0-2) should read, “This open space land use designation includes the golf course

at Hacienda Golf Club, the City Park, Las Palomas Riding Ring and other open space areas

used for recreational purposes.”

2nd paragraph should read, “The City affirms the property rights of the individual...”

Circulation Element

Chairman Douglas asked for public comment on the Circulation Element.

John Beau, 2778 Casalero – spoke regarding Policy 7, 12, 17, 20, 57, 69, 76, and 79.

Chairman Douglas returned the hearing to the Commission.

3rd paragraph – 7th line – should read “ The State requirement to correlate....”

Issues & Policies

3rd line should read “development of new circulation infrastructure...”

Page 4-2

Policy 3 – should read “Prohibit cul-de-sac streets, unless there is no other reasonable

alternative because they impede traffic circulation in times of emergencies.

Policy 7 – should read “Local streets carrying a major share of cross-Heights traffic, measures

should be taken...”

Page 4-3

Policy 13 – eliminate “where feasible” from the end of the policy

Page 4-10

Policy 73 – staff to clean up the language.

Issue – Pipelines/Resource Production Facilities

Page 4-11

Policy 81 and 83 fix language so it is consistent.

Page 4-12

Arterial Road – eliminate the last sentence.

Trails – should read, “This classification refers to those hiking, bicycling and equestrian...”

Page 4-13

Table 4-1 – Parking Lanes 0-1 Lanes, Pavement Width get the correct figure.

Page 4-14

Table 4-2 - 4th Definition should read Unstable conditions beginning.

Safety Element

No one came forward to speak on the Safety Element.

Page 5-2

Under box, 1st paragraph, second sentence should read “The policies of the Safety Element...”

Page 5-4

Policy 12 should be moved to the first policy after Issue-Flood Hazards.

Policy 19 should be removed.

Page 5-6

Policy 23 – remove the reference to septic tanks.

Page 5-7

Policy 35 – should “The City shall closely monitor those activities that may...”

Page 5-8

Old Safety Policy 55 should be left in.

Policy 51 should read, “A significant increase in regional traffic through the City would

threaten to deprive City residents of timely access to emergency services, and shall be resisted.

Because of the unusual character of the City/s road system, traffic congestion...”

Policy 52 should read, “The City shall resist the expansion of regional traffic loads throughout the City because of the threat to public health and safety that would result from increased response times of emergency vehicles.”

Page 5-10

Emergency Shelters – the end of the paragraph should read, “These include City Hall, the

Community Center, the Hacienda Golf Club, and local churches.”

 

Noise Element

Chairman Douglas asked if the public had any comments on the Noise Element, seeing none he brought it back to the Commission.

Page 6-2 – 1st paragraph, 7th line, should read “arterial highway on our City’s eastern border.

Fullerton Road has ...”

Air Quality Element

Chairman Douglas asked if there were any public comments on the Air Quality Element, seeing none he brought it back to the Commission.

Page 7-4

Stationary Sources – should read “The oil and gas production facilities...”

Commissioner Wolfe moved to continue the public hearing to March 6, 2003. Seconded by Vice-Chairman Skinner and approved as follows:

AYES: Douglas, Bergman, Skinner and Wolfe

NOES: None

ABSENT: None

ABSTAIN: None

ITEMS FROM THE PUBLIC NOT ON THE AGENDA

Jill Kowalik, 2181 El Cajonita – spoke regarding open space.

John Beau, 2278 Casalero – stated people live here and by his standards they have to come first.

ITEMS FROM STAFF

Mrs. Brady stated the next meeting would be held on Saturday, March 8, 2003 at 3:00 p.m. The City will be providing dinner.

ADJOURNMENT

Commissioner Wolfe moved to adjourn the meeting at 10:00 p.m. to the special meeting of March 8, 2003. Seconded by Vice-Chairman Skinner and approved as follows:
