MINUTES OF A SPECIAL MEETING OF THE LA HABRA HEIGHTS

PLANNING COMMISSION

March 6, 2003

OPENING CEREMONIES:

1. CALL MEETING TO ORDER

Chairman Bruce Douglas called a meeting of the La Habra Heights Planning Commission to order at 7:01 p.m. at the Community Center, 1245 N. Hacienda Road, La Habra Heights,

California.

2. ROLL CALL

Those present: Chairman Bruce Douglas, Vice-Chairman Skinner, Commissioners Brian

Bergman and Robert Wolfe. Also present Director of Planning Sheryl Brady, Planning

Technician Barbara Doppieri, City Attorney Ken Rozell and General Plan Consultant Marc

Blodgett.

3. FLAG SALUTE

Commissioner Robert Wolfe led the flag salute.

4. ACKNOWLEDGEMENT OF POSTING OF AGENDA FOR MEETING OF

March 6, 2003

Mrs. Brady stated the agenda had been posted in accordance with state law.

PUBLIC HEARING

Mrs. Brady swore in those wishing to testify.

5. General Plan Amendment 2002-01 (City of La Habra Heights) Citywide

Mrs. Brady stated the Commission would continue taking public testimony on the final draft of the General Plan; staff recommended the Commission continue with the Environmental

Resource Management element; she indicated public testimony would be heard again on 3-6- 03.

ITEMS FROM THE PUBLIC ON THE AGENDA

Chairman Douglas opened the public hearing.

John Beau, 2278 Casalero – he discussed pages 3-1, 3-2, 3-3, 3-4, 3-5, 3-6, 3-7, and 3-8

Margarita McCoy, 1625 Kashlan – spoke regarding Land Use; stated at the last meeting the

Planning Commission started to disassemble the General Plan.

Nancy Acocks, 674 Dorothea – spoke regarding the wildlife corridor.

Chairman Douglas seeing no one else come forward asked for a motion to continue the public hearing to March 8, 2003.

Chairman Douglas brought the discussion back to the Commission.

Environmental Resource Management Element

Page 3-1

Introduction – 2nd paragraph should read, ÒThe ERME combines the state mandate...Ó

3rd paragraph – 4th sentence should read Òsafety concerns. This includes wildlife habitats, blue

line streams, groundwater...Ó

1st bullet – 1st line should read, ÒThe City of La Habra Heights contains natural terrain...Ó

10th line, replace maintain with retain.

Chairman Douglas asked for public comment on the Circulation Element.

John Beau, 2778 Casalero – spoke regarding Policy 7, 12, 17, 20, 57, 69, 76, and 79.

Chairman Douglas returned the hearing to the Commission.

Chairman Douglas asked if the public had any comments on the Noise Element, seeing none he brought it back to the Commission.

Air Quality Element

Chairman Douglas asked if there were any public comments on the Air Quality Element, seeing none he brought it back to the Commission.

Commissioner Wolfe moved to continue the public hearing to March 6, 2003. Seconded by Vice-Chairman Skinner and approved as follows:

Jill Kowalik, 2181 El Cajonita – spoke regarding open space.

John Beau, 2278 Casalero – stated people live here and by his standards they have to come first.

ITEMS FROM STAFF

Mrs. Brady stated the next meeting would be held on Saturday, March 8, 2003 at 3:00 p.m. The City will be providing dinner.

Commissioner Wolfe moved to adjourn the meeting at 10:00 p.m. to the special meeting of March 8, 2003. Seconded by Vice-Chairman Skinner and approved as follows:
