MINUTES OF A REGULAR MEETING OF THE LA HABRA HEIGHTS
PLANNING COMMISSION
OPENING CEREMONIES
1. CALL MEETING TO ORDER
Chairman Larry Black called a meeting of the La Habra Heights Planning Commission to order at 7:40 p.m. at the Community Center, 1245 North Hacienda Road, La Habra Heights, California.
2. ROLL CALL
Those present: Chairman Larry Black, Commissioners Steve Garcia, Brent Grebbien and Margarita McCoy. Also present Community Development Director Justin Powers, Planning Technician Barbara Doppieri, City Engineer John Skeith, Deputy City Engineer Jeff Kao, and Vice President Trans Tech Engineering Robert Quintano.
Vice-Chairman Baroldi was absent with an excused absence.
3. FLAG SALUTE
Norm Zezula led the flag salute.
4. ITEMS FROM THE PUBLIC NOT ON THE AGENDA
Stephen Blagden, Citron Road – recommended more description on the Public Notices; the 11 x 17 drawings should be on the Notification Sign.
Norm Zezula, Canonita – spoke regarding legal entitlements and lands use planning and General Plan Goals.
PUBLIC HEARING
5. GRADING MODIFICATION 2005-11 & STANDARDS MODIFICATION 2005-27 (Jenkins) 1600 Kashlan Road
Community Development Director Powers requested a continuance to next month due to the vandalism of the story poles.
Chairman Black opened the item to Public Comment.
Stephen Blagden, Citron Road – spoke regarding the lowering of the house and parking.
Commissioner McCoy stayed on the dais, but did not vote.
Commissioner Grebbien moved to continue the item to the March 28, 2006 meeting. Seconded by Commissioner Garcia. Vote: 3 Ayes – 1 Commissioner McCoy recused herself.
STUDY SESSION
6. STANDARDS MODIFICATION 2005-25 AND GRADING MODIFICATION 2005-16 (OÕKeefe) 2192 Papaya Drive
Community Development Director presented the staff report stating this was an application for Standards Modification for View Preservation and a Grading Modification for excessive cuts and fills and excessive impervious coverage; in addition there was concern with a slope.
Chairman Black asked for public comment.
Carey & Aida Klingfus, Papaya – spoke regarding their safety and a recent landslide.
Stephen Blagden, Citron Road – spoke regarding the setback issue, cuts and fills not shown; hydrology plan is needed; garage needs to be lower.
Norm Zezula, Canonita – spoke regarding the General Plan, Goals 1, 2 and 7 are violated.
Mike Douglass, Designer – spoke regarding the design of the project; 51% slope is a challenge; looked at putting house at the top of the hill; couldnÕt accomplish it; flattest area is the best location for the driveway and garage.
After discussion the Planning Commission put together a punch list of items they would like to see.
á Close the boundaries on the grading plan.
á On the Grading Plan show all cuts and fills.
á On the Grading Plan show all retaining walls and retaining wall heights.
á On the Grading Plan show area of disturbance.
á The Geological Report will need a third party review.
á Design and size of house consideration.
á Design needs to conform to terrain.
á House size is excessive.
á Mass of South East elevation needs to be addressed.
á Meet the setbacks.
á The view from the public right of way shall be protected from obstruction.
á The balcony does not complement the slope.
á Needs to be a setback from the break point of the slope.
á There needs to be screening of the site and structure.
á Provide a section through the house, slope and neighborÕs house.
á Address slide area.
á The Landscape Plan needs trees.
á Address Erosion concerns.
ITEMS FROM THE PLANNING COMMISSION
Commissioner McCoy requested a special meeting of the Planning Commission to discuss how to handle Average Slope, allowable graded area and impervious.

The Commission Received and filed this report.
8. 707 Dorothea Status
Staff reported that the application had been received and the project will be coming to the Planning Commission on March 28, 2006.
